Probably. Remember, the pavement is for pedestrians.
If you hit the kerb, as well as being dangerous to pedestrians, it could also damage the vehicle wheels or body work.
At test standard, candidates should be comfortable controlling the car and maintaining an adequate distance from the kerb.
The examiner has to think beyond the test and ask themselves - if I pass this candidate, will they be a danger to other road users and pedestrians?
